Please note the Imperial County Public Health Department will be closed to all walk-in services for the public. Department staff will be available to provide assistance by phone to members of the community who have questions related to any of the Department’s essential services.

Phone assistance will be available Monday through Friday from 8:00 am to 12:00 pm and 1:00 pm to 5:00 pm. The office will be closed for lunch from 12:00 pm to 1:00 pm. This shall remain in effect until further notice.

Medical Director

Bruce E. Haynes, M.D., Medical Director

Imperial County Emergency Medical Services (EMS) Agency

Dr. Bruce Haynes currently serves as the EMS Medical Director for Imperial County. In this capacity, his duties include approving medical standards, policies, protocols and procedures for EMS programs in addition to working on quality assurance for pre-hospital, emergency and trauma care. He was a former chair of the Commission on Emergency Services for the State of California. He has served as Medical Director of Emergency Services for Orange County and is currently also serving as Medical Director for the County of San Diego.

Dr. Haynes has had a positive impact on the quality of care in Imperial County through his involvement in protocol development and he has been a strong proponent of the paramedic program at Imperial Valley College. Dr. Haynes trained in emergency medicine at Harbor/UCLA Medical Center where later he was base hospital medical director. He has worked in a variety of emergency departments from large teaching hospitals to small community facilities. He is recognized, both nationally and in California, for his broad knowledge and experience in EMS administration. Dr. Haynes has been a member of the EMT-basic regulation review committee for the State EMS Authority, the American Medical Association and EMS Medical Directors Association of California.
